Oracle just asked managers to name who gets cut next. After 21,000 gone, they're going back for more.

Oracle already cut 21,000 people this year. That wasn't enough.

Managers have now been asked to submit lists of roles that could be eliminated. Some teams face double-digit percentage cuts. September 1 is the target date — the start of Oracle's fiscal Q2.

This isn't a restructuring. It's a reallocation cycle.

Oracle's workforce fell from 162,000 to 141,000 in fiscal 2026. The company recorded $1.84 billion in severance and exit costs. Meanwhile, capital expenditure hit $55.7 billion — up from $21.2 billion the prior year. Oracle generated $23.7 billion less cash than it spent. To close the gap, they tapped debt markets for $43 billion and raised $5 billion in equity.

The math is simple: humans out, GPUs in.

Previous cuts hit Oracle Fusion Cloud Applications, OCI, Oracle Health, sales, customer success, and NetSuite. Legacy software maintenance and traditional SaaS operations absorbed the deepest reductions — reportedly 30% of headcount in some units. The August round follows the same logic: cut maintenance and legacy, protect the AI and cloud build-out.

Oracle has not officially confirmed the latest cuts. But the pattern is clear.
